MCD aims to quadruple property tax collection by geotagging, with the geotagging deadline extended to March 31.

March 18, 2024: According to recent reports, the MCD or Municipal Corporation of Delhi intends to treble property tax collection by geotagging properties. According to the MCD, technology will eliminate corruption while increasing property tax collection. With thorough geotagging, the MCD has set a property tax goal of Rs 2000 crore. According to the statistics available, the MCD collected more than Rs 2359.24 crore in property tax in the fiscal year 2022-23.

The corporation has set a target of increasing property taxes to Rs 4300 crore in the current fiscal year. The job of geotagging properties began in December. Tagging 15 lakh homes was supposed to be finished within the first 50 days, but even after three months, half of the job has still to be accomplished. The organisation has given taxpayers until March 31 to geo-tag their homes.

How to Pay MCD Property Tax Online 2024?

Delhi is one of the few municipal organizations that offers the option of paying Delhi home tax online, in addition to the usual offline method that is widely used.

The major actions to take if you need to pay the MCD Property Tax Delhi via one of these two options are listed below.

Step 1: First, log into MCD’s official website – mcdonline.nic.in/.

Step 2: Then you’ll see three boxes with connections to the three separate municipal bodies: NDMC, SDMC, and EDMC.  You must click on the link corresponding to your area. 

Step 3: Go to your municipal corporation’s Online Services page. Then, click on the ‘Property Tax’ tab. 

Step 4: You have to log in using the registration or the details of Sign Up.

If you previously registered, you must log in using the registration details/Sign up option you choose. If you are new and have not registered yourself, follow the provided process-

Step 5: At the bottom of the page, you will find a link labelled “New User.” Click here to sign up/register. Then click the link. 

Step 6: Select Register As A Citizen.

Step 7: Enter the first name, father’s/husband’s name, and country code.

Step 8: Next, you will discover the option of registering with your cellphone number/email address.

Step 9: Go to the search page to see the information of your registered property so you can calculate your taxes. If you have already registered, you must search using the UPIC, which stands for Unique Property ID Code. If you have not already registered, you must first register your property before generating a UPIC.

Step 10: You must fill in all of the following details:

a. Ownership information, including the Ledger Folio number, property type, and ownership type.

b. Property details: house number, residential address 

c. Contact information: email address, phone number, bank account information, etc.

d. Building information – floor number, usage purpose, covered area, etc.

e. Add previous arrears, if any.

Step 11: Carefully review the entered details before clicking on the ‘Accept’ option. 

Step 12: Next, click the ‘Submit’ link, and finally pay. 

Step 13: You have the choice of paying with a debit/credit card or using Net Banking. 

Step 14: After paying the Delhi Property Tax online, click ‘Generate Challan’ to view the Pay Online Challan Delhi. 

Step 15: Download the Delhi Challan Online payment for future reference.

How Do I Pay Delhi House Tax Offline? 

You can pay MCD Property Tax offline at any of the 800 ITZ cash counters located around Delhi. You have the option of paying using a demand draft, a cheque, cash, a credit or debit card. When you enter your Tax ID, you will obtain an instant receipt. 

You will need to know your House Tax IF before completing the payment. If you forget to bring it with you, you’ll have to establish a new one, which could cause problems later.

MCD online is a smartphone application that allows users to quickly and easily access the Municipal Corporation of Delhi’s online services. How to Pay MCD Property Tax using a Mobile App?

One of the most convenient ways to pay MCD property tax is using the Municipal Corporation of Delhi App. The MCD Property Tax mobile application provides a variety of outstanding features, like quick registration, simple navigation, real-time updates, transaction history, and others, to assist taxpayers in making their property tax payments with ease. Credit cards, debit cards, phone wallets, and Internet banking are among the payment alternatives available through the mobile app. Mobile app users can select their chosen payment option and then follow these steps to pay their taxes on time.

Step 1: Download the MCD app to your phone. The mobile app is available in both the Google Play and Apple App Stores. You can select your preferred app store based on the operating system you are using.

Step 2: Login to the app using your registered cellphone number and authenticate it with the OTP.

Step 3: Next, go to Registered Property Details and click on PayTax for the chosen UPIC, then select the financial year and submit.

Step 4: You can pay using a digital mode and then review the tax calculation for the current fiscal year. Payment can be made using credit card, debit card, or netbanking. Once the payment is successfully completed, download the Tax Receipts by clicking on Download Receipt

MCD Property Tax: Pay Property Tax in Delhi without a Property ID.

There’s a chance you forgot your property ID or don’t have one. You can still pay MCD property tax online without a property ID. Paying property tax without a property id is only relevant to first-time users. 

Step 1: Go to the MCD property tax official website @https://mcdonline.nic.in/ and then select your category- NDMC, SDMC, or EDMC.

Step 2: After clicking on Property Tax, a new page will open in a new tab.

Step 3: Select ‘click here if property ID has not been allotted earlier’.

Step 4: A form will open in which you must provide property ownership information. Now, click ‘I have read and accept the declaration made above’ and then ‘Submit’.

Step 5: The property ID will be provided to the registered mobile number. The same property ID can be used in the future.  

Step 6: You can pay with a debit card, credit card, or through internet banking. A challan will be created later.

Calculation of Property Tax Delhi

The MCD Property Tax in Delhi mostly uses the ‘Unit Area System’ for property tax calculation. The formula for determining MCD Property Tax is as follows. 

Property Tax = Annual Value x Tax Ratio. 

Where

Annual value is calculated by multiplying the unit area value by the age, occupancy, and building factors.

Rate of tax = the tax rate published by the MCD for the A-H categories that year.

Calculate MCD Property Tax or Annual Value of Payment.

Property tax Annual Value is calculated by multiplying the value of the unit area by the property’s unit area, age, structure, and occupancy factors. 

Value of unit area: This value per square metre is allocated to the property’s built-up area. 

The age factor of the property and its value range from 0.5 to 1.0. Newer properties are subject to greater taxes due to their higher market value. 

Occupancy factor – residences that are typically rented are subject to greater taxes than self-occupied residences since the house rent serves as an extra source of income. 

Exemption for MCD Property Tax (MCD Online)

The MCD exempts some entities and persons from paying property taxes. They are:

Vacant structure or land used for heritage preservation, philanthropic purposes, worship, or public burial.

If the property is used for agricultural purposes.

If a building or land is vested in a corporation and the owner is an ex-serviceman or widow of war soldiers, they can use the property for self-residence without renting any portion of the house.

The property of a person who is killed while on legislative or police duty.

The property owner is different-abled but on duty while serving in the south MCD.

The property owner is a sportsperson who has received numerous awards in various international sports and activities. 

Conditions for Obtaining Delhi House Tax Rebate

To qualify for the Delhi property tax rebate, taxpayers must meet a few conditions.

The occupancy factor for the associated property must be residential. A residential property utilised for commercial reasons does not eligible for the Delhi house tax refund.

MCD property tax rebate is available for properties with a maximum area of 200 square metres. DDA and CGHS units have a maximum size of 100 square metres.

The property must be self-occupied, not rented or leased out.

The Delhi property tax rebate applies differently to joint properties. The rebate must be provided based on the ownership share of each property owner who qualifies for the discount.

MCD Property Tax – How Do I Get My Property Geo-Tagged? 

The Delhi Municipal Corporation’s property tax department has published guidelines requiring property owners to geotag their properties. To geotag your home, download the app from the Play Store and follow the instructions. 

Step 1: Download the Unified Mobile App (UMA) or go to the website mcdonline(dot)nic(dot)in/mcdapp(dot)html. 

Step 2: In the UMA app, select the citizen option and enter your login information.

Step 3: Enter the registered mobile number and select the UPIC option for geotagging. 

Step 4: Choose the UPIC for the property and click ‘Geo-tagging’. A map location will appear on the screen. 

These methods will assist you in geotagging your property, which entails assigning an exact latitude and longitude to it. However, in order to geotag your property, you must first obtain a UPIC ID. Users who do not already have a UPIC ID will need to register and generate one.

Other News on MCD Property Tax

The deadline for receiving a discount on MCD property taxes is February 29, 2024, and there will be no more extensions.

February 28, 2024: In a crucial update, the Municipal Corporation of Delhi (MCD Delhi) has said that there are no plans to extend the deadline of February 29, 2024, to take advantage of the property tax discount.

The MCD, or Municipal Corporation of Delhi, has stated that over 2 lakh property owners have geo-tagged their houses using the MCD Mobile App, and all technical issues have been handled. The MCD mobile app works properly on both Android and iOS operating systems. Although there were some concerns with the mobile app’s functionality for a while, they have been rectified.

In light of this, the MCD will not extend the deadline for obtaining a 10% rebate in advance of paying property taxes. Citizens who were unable to pay advance property taxes for the current fiscal year can do so until March 31, 2024.
